Can I use an android device or iPhone device simulator to test AR app?

I want to create an AR thank you card using Unity and Vuforia. I have an iPhone but I don't have a mac. I have Windows. Also, I don't have an Android device. I am wondering if I can test with a simulator if I build an AR thank you card.
