How does one ‚anchor‘ AR graphics to a specific geographic location?

As a newbie trying to learn AR, I'm curious how one would 'fix' an AR graphic to a specific spot, so that it appears in the exact same location for all viewers. And if so, just how precise can one get?

Is there some kind of GPS / environment mapping technique that is used? Any pointers would be appreciated, thanks.
